This site is for California residents, who do not qualify for subsidies, and who want to change health insurance companies. If you simply want to change plans, please contact your current provider.
There are two paths to enroll in health insurance coverage in California:
The first path, for those of lower income who qualify for government subsidies, is through the “exchange” provided by Covered California, the state’s marketplace. If you qualify for a subsidy, please do not apply here. Shop Covered California by going directly to CoveredCA.com to review coverage plans, rates, and apply online. Plans are available from Anthem, Blue Shield, and some local HMOs that vary by region like Kaiser Permanente, HealthNet, and some others focused at specific communities.
The other path is to enroll directly to the insurance companies using a “self-service” online application. This path is called “off exchange” and there are no subsidies when using this path. Apply online using the links below.
The time to apply is during the open enrollment period of November 1st, 2016 through January 31st, 2017. Applications must be submitted by December 15th, 2016 to have coverage in force by January 1st, 2017. Applying online is the fastest way to get enrolled.
After this timeframe, you can only apply after a “qualifying life changing event” such as loss of a job, marriage, divorce, birth of a child, and a few other reasons.
